This issue brief, the fourth in a series published by Hilltop’s Hospital Community Benefit Program, is a collaboration between Kevin Barnett, DrPH, MCP, Senior Investigator at the Public Health Institute, and Martha Somerville, JD, MPH, Hilltop’s Hospital Community Benefit Program Director.
