Lee Harding is a senior programmer at The Hilltop Institute, where his responsibilities primarily focus on data manipulation and analysis of large health care data sets under a variety of operating systems. He contributes to the maintenance and development of data processing systems supporting Medicaid and Medicare research, quality measurement, program evaluation, and policy analysis. His work includes SAS programming, analytic data set creation, automation of recurring production processes, and data validation for large administrative and claims databases.
Prior to joining Hilltop, Lee spent 25 years as a survey statistician and research leader supporting federal, state, and local agencies. Most recently, he served as a principal statistical associate at Westat, where he provided expertise in survey methodology, weighting, nonresponse bias analysis, sampling, and analytic data set development for major federal studies, including the Population Assessment of Tobacco and Health (PATH) Study and the National Assessment of Educational Progress (NAEP). Before Westat, he spent 14 years at ICF International, where he led statistical and data management activities for numerous public health and surveillance projects for agencies including the Centers for Disease Control and Prevention (CDC) and the National Cancer Institute (NCI).
Lee holds an MS in survey methodology from the University of Maryland, College Park, and a BS in applied mathematics from Virginia Tech.
