Khawar Raja
Actuarial Analyst
Khawar Raja is an actuarial analyst at The Hilltop Institute and a member of the rate setting team, where he supports Medicaid rate-setting, financial analysis, and strategic process improvement initiatives.
Prior to joining Hilltop, Khawar accumulated more than five years of actuarial consulting experience. As a senior actuarial analyst at WTW, he led technical reviews, managed client engagements, and developed automated solutions to enhance the analysis and reporting of large data sets. Previously, at Segal, he conducted actuarial valuations, prepared regulatory filings, and developed financial projections and solvency analyses for retiree health plans.
Khawar is expected to receive his MS in actuarial science and predictive analytics in 2026 and has successfully completed the first five examinations administered by the Society of Actuaries (SOA). He is currently working toward the Associate of the Society of Actuaries (ASA) designation, with the long-term objective of attaining Fellowship (FSA).
