Charlotte Nass is a policy specialist for The Hilltop Institute’s health reform studies team. She assists analysts with quantitative data analysis, updates programming and technical specifications, and drafts deliverables for the Maryland Department of Health and other clients. Charlotte assists in the evaluation of several state health programs, such as Maryland’s Hospital Community Benefit Program and various Medicaid subprograms.

Prior to joining the health reform studies team, Charlotte was an intern and graduate research assistant for Hilltop’s Medicaid policy studies team, where she assisted with policy analysis for numerous programs. She worked on projects such as CMS Core Reporting and the annual evaluation of Maryland Medicaid’s HealthChoice program, as well as assisting with spatial analysis and mapping requests from various clients.

Charlotte graduated cum laude from UMBC with a BA in public health. She is currently pursuing her MPP (Master of Public Policy), with a focus in health policy from UMBC.
