Senior Data Visualization Developer/Programmer (Job #493308) Technology Innovation

Overview

The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is seeking a Senior Data Visualization Developer/Programmer to join its Technology Innovation team. Hilltop uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states. Hilltop’s Technology Innovation team has developed several Medicaid Management Information System (MMIS)-based applications, including the DataPort, a Tableau® server designed to meet the reporting needs of health care policy decision-makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and the Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.

The Senior Data Visualization Developer/Programmer develops advanced and complex data visualizations, primarily using Tableau®. The incumbent is also responsible for mentoring and guiding Hilltop staff on best practices for creating health care reports, scorecards, and dashboards. This involves conducting and overseeing data analysis using external and internal large data sets; developing and managing the creation and maintenance of Tableau® workbooks; and overseeing advanced technical support and training. As a member of a feature team on Agile-based projects, the Senior Data Visualization Developer/Programmer leads the development of the user interface (UI) of the Tableau® components of the product, applying design principles for creating a positive user experience (UX). They are responsible for the quality and data accuracy of Tableau® products and work to reduce defects, addressing the defects methodically when they occur. The incumbent is also responsible for maintenance of the Hilltop Tableau® server, including applying patches and monitoring licensing. The incumbent will be expected to work closely with other Hilltop team members from across the organization and should expect to manage a variety of requests from different domains, such as long-term care, Medicaid eligibility and service utilization, and Medicare, to name a few. They must possess a moderate level of production environment experience with designing and implementing relational database-backed Tableau® solutions.

Responsibilities

The Senior Data Visualization Developer/Programmer will be responsible for both operations support of existing products and new product development. They will lead innovation with data visualization tools at Hilltop, keeping abreast of and implementing cutting-edge technologies to create meaningful visualizations of complex data. Specific duties include but are not limited to the following:

  • Develop moderate- to advanced-complexity visualizations as part of a project team and maintain high quality of work products
  • Provide mentorship to less experienced personnel
  • Communicate effectively with team members, business partners, and clients
  • Develop a working understanding of the business requirements that underpin complex health care data structures, such as Medicare beneficiary data (Parts A, B, and D) as well as Medicaid eligibility rules, programs, and processes
  • Gather requirements and develop and deliver visualization products to customers on an ad-hoc basis as part of operations, including dashboards, reports, and scorecards
  • Oversee development and support of training materials for Hilltop data visualizations
  • Be responsible for quality control of Tableau® development, including branding, UI/UX, and data accuracy

This position will include access to protected health information (PHI), and the successful candidate will be required to complete training and must handle all PHI appropriately according to Hilltop policies and all applicable laws and regulations.

Minimum Qualifications

Requires a master’s degree with course work in statistical analysis, advanced data modeling, computer science, information systems, health policy, human computer interaction, or equivalent, as well as five years of experience with data visualization applications and SQL programming. (A bachelor’s degree with course work in statistical analysis, advanced data modeling, computer science, information systems, health policy, or equivalent, plus seven years of experience with data visualization applications and SQL programming, may be substituted for the master’s degree and required experience.) In addition, the candidate must:

  • Have a desire to work in a collaborative environment and solution driven to see the big picture
  • Have strong analytical skills and a strong attention to detail; programming experience with Tableau® (or equivalent) and SQL
  • Have a portfolio of work available on GitHub or equivalent
  • Have experience with one or more of the following: Python, SAS, HTML, CSS
  • Be comfortable working in both a team environment and independently
  • Have excellent verbal and written communication and time management skills
  • Have a commitment to quality, intense customer focus, and the ability to work independently on tasks as well as within ad-hoc multi-disciplinary Agile project teams in a fast-paced environment

Preferred Qualifications

The ideal candidate will also have:

  • Experience with modern JavaScript UX frameworks, and experience implementing them from the ground up
  • Familiarity with the CMS Chronic Conditions Warehouse (CCW), Healthcare Effectiveness Data and Information Set (HEDIS), or other health care data sets and quality measures
  • Experience supervising a team of Tableau® developers
  • Professional certifications in SQL, Tableau®, or other programming languages

Compensation

Salary is commensurate with qualifications and experience. The position is full-time, offers opportunity for professional growth, and includes the full university benefits package, including tuition remission for qualified candidates. Note: this is a grant-funded position, wherein employment is contingent upon the renewal of the grant.
