Julian Urban is a Cybersecurity & Compliance Programmer at The Hilltop Institute. He designs, implements, and maintains cybersecurity solutions for Hilltop’s data and BI products using Linux, Python, and Splunk. He also assists with compliance documentation and regulatory reporting (e.g., CMS) and collaborates with analysts and engineers to ensure that products meet security and quality standards. Additionally, Julian assists in the monitoring of HIPAA and HITRUST adherence of data storage and programming.
Julian first gained experience at Hilltop as a student intern and then as a contractual Cyber Specialist. As an intern, Julian developed Python code to enhance data quality tools for validating Maryland Medicaid data. He also used statistical libraries in Python such as Pandas to perform validation and error checking of healthcare data sets. As a Cyber Specialist, Julian played a lead role in assessing Hilltop’s compliance with security policies as part of the process of obtaining a HITRUST i1 (implemented, 1-year) certification. He also gained experience with generative AI by assisting in the deployment of a HIPAA-compliant AI server and developing Python-based generative AI tools. Before coming to Hilltop, Julian worked as an engineering intern for August Schell Enterprises, where he gained cybersecurity certifications in Splunk and Red Hat and learned about the cybersecurity landscape covering a broad range of federal and state agencies.
Julian earned an MS in cybersecurity and a BS in computer science from Hood College.
