Chase Mulholland Green is policy analyst for institutional development at The Hilltop Institute. She works with Hilltop’s executive director on organizational advancement, including strategic communications, new business development, event planning, public relations, marketing, and strategic planning to promote Hilltop’s brand and mission.

Chase came to Hilltop from Johns Hopkins University, where she was a policy coordinator who led operations for the HEADS and Lipitz Centers. There she advanced evidence-based policy initiatives by cultivating partnerships with local, state, and federal entities; contributed to published recommendations and policy briefs in aging and disability; launched and directed student fellowship programs; and designed and implemented integrated communication strategies to broaden research visibility and stakeholder engagement. She also oversaw event planning, funder engagement, and grant administration. Chase was also a research assistant at Johns Hopkins. Prior to that, she was an operations specialist at Olio Health in Indiana. As such, she developed policy analyses and strategic recommendations to redesign acute and post-acute care programs, aligning with value-based care models and payment reform initiatives. She also led communications and messaging strategies, as well as re-branded company materials to reflect evolving health care policy priorities and resonate with provider and payer audiences.

Chase received her MPH from Johns Hopkins University Bloomberg School of Public Health and her BA from Miami University.
