With the new coverage options available in the 2014 marketplace, individuals may experience transitions across coverage programs that may disrupt continuity of and access to care. The Hilltop Institute partnered with the Maryland Health Benefit Exchange to engage stakeholders and conduct a study of continuity of care policy options to mitigate the impact of such coverage transitions. Hilltop's work informed the Maryland Health Benefit Exchange Board's policy recommendations to the Maryland General Assembly, which were incorporated into the Maryland Health Progress Act of 2013.
