Hilltop Seeks Director of Economic and Financial Analysis


The Hilltop Institute at UMBC is seeking a Director of Economic and Financial Analysis. The ideal candidate will be passionate about applying sophisticated analytics and modeling to inform state health policy in order to advance the health and wellbeing of publicly and privately insured populations. The candidate will also possess a proven track record in leading client engagements and project teams and conducting data analytics, policy analysis, and research.

The director will apply knowledge of statistics and economics and principles of finance, business, and actuarial science to estimate, model, and evaluate the impact of federal and state policies on eligibility, service utilization, and costs of publicly funded health insurance programs. The director will also manage rate setting for special programs, populations, and provider groups, including developing and implementing traditional and innovative payment and reimbursement methodologies. Analyses will be conducted using federal and state administrative data, provider and health plan cost reports, and national survey data as appropriate.
