
Hilltop researchers—Morgan Henderson, PhD; Laura Spicer, MA; and Alice Middleton, JD—co-authored a recently released article in AEA Papers and Proceedings titled A Tale of Two States: Reconciling Medicaid Work Requirement Enrollment Impacts in Georgia and Arkansas.
The paper examines why Medicaid work requirements produced markedly different enrollment outcomes in Arkansas and Georgia. The researchers find that administrative reporting design—particularly the use of automated data matching versus manual reporting requirements—may play a major role in shaping Medicaid enrollment outcomes under work requirement policies.
The article comes as federal Medicaid work requirements are scheduled to begin in 2027 for many adults enrolled through the Affordable Care Act Medicaid expansion.
