
Hilltop’s annual review of Maryland’s Assistance in Community Integration Services (ACIS) program has just been cited in a New York Times article titled Trump’s Medicaid Cuts Could Hamper Efforts to House the Homeless. The article also briefly discusses some of the results of Hilltop’s review.
ACIS is a Medicaid-funded pilot program established in 2017 that provides tenancy-based case management services/tenancy support services, and housing case management services to a population that meets both health and housing needs-based criteria. The four ACIS pilots serve up to 900 individuals annually. Hilltop’s review found that 77% of ACIS participants obtained stable housing and were less likely than before the program to be hospitalized or to visit the emergency room. High-frequency users of emergency rooms fell by 30%.
