Alice Middleton Continues as the
SUPLN Steering Committee Chair


Alice MiddletonThe Hilltop Institute at UMBC is excited to announce Alice Middleton, JD as the continuing State-University Partnership Learning Network (SUPLN) Steering Committee (SC) Chair for the 2025-2026 term.

With support from its Board of Directors, AcademyHealth launched SUPLN in 2014. SUPLN partnerships are ongoing collaborations between a state legislative or executive agency and a university research center. Partnerships are member-driven and focus on state-funded health programs working to provide the analysis and research, as well as program support, to create essential state-specific health information and conduct policy-related projects and programs. Partnerships include a state or state-related university research center and a state Medicaid agency and/or any state governmental entity that works on the Triple Aim with Medicaid as a principal partner. Alice has been a significant contributor to SUPLN over the past several years. Last year, she seamlessly assumed the role of SUPLN SC Chair, leading the Network through its 10th anniversary year. We look forward to her continued leadership over the next year as SUPLN carries momentum forward on products, convenings, and collaborations and explores conducting the Network’s second strategic planning process. Read SUPLN’s most recent blog, Celebrating 10 Years of Progress in Informing State Health Policy with Evidence.

Alice is Hilltop’s Interim Executive Director. She provides leadership on programmatic strategy, direction, and delivery of client engagements for research, policy analysis, and data analytics on Medicaid, health care financing, Medicaid eligibility, and delivery system reform. Alice oversees Hilltop’s work with its longtime partner, the Maryland Department of Health.
