The Hilltop Institute is pleased to announce the addition of two new senior directors.
 Jim Clavin, MBA, Hilltop’s new Chief Technology and Compliance Officer, began his tenure on September 6, 2017. Clavin leads the development of Hilltop’s vision for technologic innovation and translates that vision into strategic priorities and work plans, thereby solidifying Hilltop’s standing as a leading data-driven state health policy research organization. He is responsible for developing and carrying out a process for assessing Hilltop’s data management needs in consultation with Hilltop senior management, staff, clients, and UMBC administration. Mr. Clavin also ensures Hilltop’s compliance with HIPAA and other regulatory requirements related to data management and security.
Clavin was most recently executive director of information technology at the Catholic University of America, where he developed a comprehensive IT program focused on IT modernization, business process improvement, data analytics, and integration. Prior to this, he was senior technical director of business services at the Johns Hopkins University. An MBA by training, he is currently pursuing a master’s degree in computer science with a focus on cybersecurity.
 Alice Middleton, JD, Hilltop’s new Chief of Staff, is providing leadership on programmatic strategy, direction, and delivery of client engagements for research, policy analysis, and data analytics on Medicaid, health care financing, and delivery system reform. She oversees Hilltop’s work with the Maryland Department of Health’s Medicaid agency, Hilltop’s long-time partner. Middleton began her tenure on October 16, 2017.
Middleton comes to Hilltop from the Centers for Medicare and Medicaid Services (CMS), where she was Deputy Director of CMS’ Division of Eligibility and Enrollment and was responsible for establishing national Medicaid and Children’s Health Insurance Program (CHIP) eligibility and enrollment policies for low-income children and adults. Prior to that, she held various director-level positions at the Maryland Department of Health, such as Deputy Director of the Office of Medicaid Planning and the Director of Eligibility Policy and Special Projects in the Office of Eligibility Services. She served as the Department’s liaison to the Maryland Health Benefit Exchange during the launch of Maryland Health Connection, the state’s insurance marketplace.
In welcoming Clavin and Middleton to Hilltop, Hilltop Executive Director Cynthia Woodcock remarked, “In today’s rapidly evolving health care environment, Alice and Jim will bring critical expertise to Hilltop. Alice has more than a decade of experience working with Maryland state agencies and is widely recognized for her knowledge of Medicaid policy.
